The foundation promotes the development of the environmental movement trough providing grants, training, fellowships and technical assistance where necessary.

Study about the funding relationship of the state and the NGO sector

In the framework of the Civil-Partner Program with the support of Ökotárs a major study titled “Dream and Nightmare” has been created by the ‘Right-to-know’ Foundation in the autumn of 2009.

The study analyzed both specific laws and treaties to examine the issue of funding contracts between governmental institutions and civic organizations. Every day we hear complaints that these contracts are extremely one-sided, as they almost exclusively grant rights for the supporters and impose obligations on the beneficiaries. Not calling into question that the use public funds should be protected by sufficient guarantees, this relationship may not be effective, but at the same time it creates a vulnerable and unequal situation. Therefore the analysis assessed which legal-regulatory elements should be developed or amended to create a more predictable and balanced system. The research results supported the hypotheses that there are serious problems and shortcomings of current legislation.

Based on the study and the subsequent discussion process, in 2010 Okotars launches the website www.CivilJogok.hu. With the help of this site, we would like to involve as many organizations as possible and to enable them to share their “nightmares” and ideas anonymously here.
